The Government of India through the Food Safety & Standards Authority of India is regulating the Food Safety & Standards Act 2006 in all the States of the Country. In Karnataka the Commissioner Food Safety is entitled with the responsibility for implementation and regulation of FSSAI 2006. Hence, establishment and strengthening of the Food Labs in the State is essential in which the services of the Food Safety Consultant is imperative. Therefore, the KHSDRP intends to procure the services of Food Safety Consultant in Karnataka on contractual basis to support Commissionate Food Safety, Karnataka.

Job Description:

The scope of services of the Food Safety Consultant would be

  1. Assisting the Food Safety Commissioner, Joint Director (FSSA) and Deputy Director (Admin), Public Health Institute Bangalore in all activities of Food Safety in the State.
  2. Planning, supporting and monitoring the consultancy for accreditation of State and Divisional Food Laboratories as per standards of the National Board for Accreditation of Labs. Designing the planned mapping study and baseline survey of food units in selected regions of the state, including methodology and sampling plan; recruiting survey firm to complete study/survey; monitoring for quality assurance; and building findings from study and survey into the design of interventions planned under the sub-component for food safety regulation.
  3. Working closely with Food Safety Inspectors, BBMP, Municipal authorities, Hotel and Restaurant Owners Associations, and other relevant agencies (such as NGOs working with these organizations) for registration of informal providers, awareness creation through IEC and targeted workshops, periodic monitoring of compliance with food safety standards.
  4. Designing a strategy for providing awareness and providing technical support for development of IEC on Safe Food standards to mid day meal scheme, Anganawadi workers and also to village health sanitation committees, Anganawadi, Panchayath Raj institutions, Sarva Shiksha Abiyana, elected representatives and other community leaders.
  5. Any other assignments or directions given by Food Safety Commissioner, Karnataka, Project Administrator, KHSDRP, JD FSSA, DD Admin PHI and other seniors State level officers of the Department of Health & Family Welfare.

Eligibility:

Minimum Educational Qualification and Experience:

  1. M.Sc in Food technology or M.Sc in Chemistry or M.Sc in Microbiology or equivalent or Bachelor Degree in Medicine or MPH.
  2. 2-5 years working experience in administration of Food Safety Standards Act or Prevention of Food Adulteration Act-1954 or any other food related Acts in Central Government or in State Government.
  3. For MBBS graduates 15 years experience in implementing various Health programmes and out of this preferably 1-2 years experience in food related acts implementation in the Health and Family Welfare Services Department.

Duration of the contract would be for a period of 1 year which may be renewed annually up to the project period

The Food Safety consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by Bank Borrowers January 2011.
