In ten states across the country, WaterAid supports the work of a large number of national and regional NGOs in the provision of safe and effective water and sanitation for poor and marginalized communities. WAI’s programme focus in the coming five years will be promoting and securing the rights and access to safe water, improved hygiene and sanitation for many excluded and marginalized people through direct services and millions more through our influencing work.

About MPWASH:

WaterAid has been selected by DFID to support a Technical and Management Support Team (TAST) in Madhya Pradesh under the Madhya Pradesh Health Systems Reforms Project (MPHSRP). The current funding is for two years effective 1 September 2013 until 31 August 2015. The MP-TAST is based in Bhopal and is led by FHI 360. MP-TAST works intensively with the Department of Health and Family Welfare (DH&FW), Department of Women and Child Development (DWCD), Rural Development (RD) and Public Health and Engineering Department (PHED) of the Government of Madhya Pradesh (GoMP) to support them in achieving the ambitious milestones set for the state under Health, Nutrition and Water, Sanitation and Hygiene (WASH). To fast-track district level implementation and systems strengthening there are district level structures known as District Technical and Management Support Team (DTAST) with a District Programme Coordinator and Technical Officers for components of Health, Nutrition and WASH. The Technical Officer, WASH will form part of the district team and is expected to perform the following responsibilities.

Job Description:

The Technical Officer- WASH is expected to coordinate and manage all actions that are prioritized for a district in the area of WASH under the MP HSRP. With guidance from the WASH Technical and Program Specialists based in Bhopal S/he will provide technical leadership, guidance, and mentoring to ensure that the district specific WASH plans are developed and implemented effectively. S/he will work in close coordination with the Technical Officer-Nutrition and Technical Officer-Health to prioritize areas of convergence and joint action.

Specific Job Duties and Responsibilities:

  1. Lead the development of district action plans on WASH and in line with the prioritized actions for health and nutrition under MPHSRP, support implementation of the WASH interventions and technical assistance activities at the district level
  2. Support the PHED and NBA Coordinator contributing to improved quality of service delivery and access and utilization of services.
  3. Support the roll-out of Maryada Abhiyan and NRDW schemes / programmes  in the district.
  4. Support in scaling up sanitation in the district and improve quality of services.
  5. To support the concerned government officials for incorporating appropriate sanitation technologies, supply chains and sanitation marketing
  6. Coordinate, support and strengthen the structures delivering drinking water and sanitation in the rural areas.
  7. Support the implementation of WaterAid programmes in the district and also document the innovations at the district level
  8. Support functioning of the monitoring and feedback tracking mechanism at the facility level
  9. Work with the different service providers including Government, Private and NGOs to identify training needs and conduct and coordinate training of different cadres of WASH service providers.
  10. Support the training on WASH for concerned officers and front line workers (under NRHM, WCD, PR and PHED) in the district
  11. Contribute to the development of training modules and documentation requirements in conjunction with technical team leaders.

Eligibility:

  1. Post graduate with MA in Social Sciences/Social Work, Masters in Public Health, Environmental / Sanitation  Engineering, Masters in Business Administration.
  2. 6 years of experience in the WASH/development sector
  3. Experience of working with/ supporting Government programmes at the state / district levels
  4. Strong program management and leadership experience with demonstrated capacity to manage staff, partners, resources, and activities according to plan and budget.
  5. Motivated and committed to improve the WASH and overall welfare of poor
  6. Ability to motivate and facilitate joint action, collaboration, innovation, and problem solving
  7. Results oriented, and ability to plan, implement and complete tasks independently and on time.
  8. Capacity to manage diverse inputs so that they are complementary in achieving the WASH programme results.
  9. Good presentation, and documentation skills, including good skills with Microsoft office programmes
  10. Ability to establish and maintain good networks with Government, public and private sector stakeholders
  11. Excellent interpersonal and communication skills and team orientation
  12. Ability to read, speak and write in Hindi is essential
  13. Past experience of working in Madhya Pradesh is preferable
