Duty Station: Guwahati: Consultant will be based at RMNCH+A Unit of NRHM at Guwahati
Administrative Supervisor: Mission Director, NRHM Assam
Technical Supervisor: Nutrition Specialist and Health Specialists, UN AGENCY Assam
Basic project objective to which the consultancy is related-
The consultant will be part of State RMNCH+A Unit at NRHM and will provide regular support to key implementing departments for Nutrition component of flagship programs viz NRHM & ICDS, formulation of plans for roll out and scale up of new initiatives& regular monitoring to assess the quality of implementation of flagship and other programs related to NRC (Nutrition Rehabilitation Centers), Nutrition Counseling cum Management Centres (NCMCs) and IYCN (Infant and Young Child Nutrition), Vitamin A supplementation and National Iron Plus Initiative including WIFS for adolescents in the State. Position will support NRHM in implementation of activities under CM’s vision on reduction of anemia in pilot blocks and special programme on reduction of MMR and IMR in selected districts.
As a part of the State RMNCH+A Unit, will provide TA to NRHM for the overall planning, implementation, monitoring & supportive supervision of nutrition interventions under NRHM
Major Tasks to be accomplished:
Support state and district level processes for Nutrition and health systems strengthening, including gap & resource analysis and, based on findings, support the development of district RMNCH+A action plans with a focus on Nutrition.
- As part of the State RMNCH+A unit and Nutrition technical lead, support nutrition data compilation and validation, initiation of district gap analysis jointly with NRHM/DPMU, District M&E Officer and other line departments and professional bodies.
- Support the State Program Officers, SPMU, State M&E Officer & State Media Officer/NRHM IEC Cell in analysis of the Nutrition data and developing monthly reports.
- Support the RMNCH+A State Coordinator and the district RMNCH+A coordinators in planning the joint block monitoring visits as well as conducting regular reviews at the district and state level.
- In co-ordination with the District Health teams, provide technical inputs for the development of District Action Plan-cum-Monitoring Framework, including budgets and timelines
- Plan activity implementation aligned with District Action Plan

Experience:
- Previous work experience/ field experience /familiar with the practical application of planning/field coordination and management in feeding/Nutrition/child development programs / projects.
- Minimum three years of experience working with Govt./non-governmental agencies/ UN AGENCY or other UN agencies
- Ability to conduct nutrition assessment and nutrition behavior survey.
- Experience in Behaviour Change Communication strategy planning and in developing situation specific/ contextual contents on Nutrition and Health issues.
- Identifying and conceptualizing innovative BCC (Behaviour Change Communication) interventions for sustainable nutrition behaviours.
- Working knowledge of MS Office essential, knowledge of data analysis packages preferable.
- Good written and verbal communication skill, negotiation and facilitation skills
- Fluent in speaking and writing English and Hindi. Fluency in local language (Assamese) is an asset.
- Ability to work collaboratively with diverse partners and ability to work in a multi-cultural environment.
- Good negotiation and influencing skills supported by excellent communication skills (written and oral) in English and Hindi essential Assamese and Bengali desirable.
