Welthungerhilfe, originally founded in the sixties as the National Committee of the FAO Freedom from Hunger Campaign and earlier called “German Agro Action”, is a secular, non-profit, non governmental organization in the field of international development cooperation and emergency aid, dedicated to food security and eradication of root causes of poverty. Since over 40 years Welthungerhilfe, with its headquarters in Germany (www.welthungerhilfe.de), supports civil society partner organizations in rural India, at present more than 45 project partners in nine states (www.welthungerhilfesouthasia.org ).

Job Description:

Context- The incumbent will assist in the development and monitoring of a programme on governance systems. He/she will be specifically in charge of a European Commission co-funded “Initiative for transparent and accountable governance systems in Jharkhand” starting in January 2014. The project goal is to contribute to social inclusion and reduced poverty through improved public services and programs in selected districts of Jharkhand, India. It aims to improve quality, coverage and access to information regarding public services in education, health & nutrition, and rural employment in four Blocks of Jharkhand.

The main activities of the program are:

  1. Establish a collaboration framework with Government authorities
  2. NREGA baselines, and mainstream facility audit of schools, ICDS & health facilities
  3. Scale up / develop people friendly IEC material
  4. Develop PLA processes, manuals, videos, ToT, monitoring, reviews & documentation
  5. Activate / develop MIS and E-governance systems (e.g Pragya Kendras)
  6. Capacity building on social audits, progress tracking and budget tracking
  7. State-level advocacy and networking activities
  8. Support service providers in (a) public information campaigns; (b) practicing accountability tools, c) MIS and e-governance
  9. Build capacities of ANMs, ASHAs, ICDS worker & Primary school teachers
  10. Facilitate multi-stakeholder interactions at Block level,
  11. Activate District level health societies
  12. Carry out public campaigns using traditional and modern ICT tools
  13. Provide fellowships for village level youth leaders and local journalists;
  14. Facilitate PLA processes on NREGA (micro-planning, implementation, monitoring)
  15. Facilitate school–level PLA processes (public information, roles of school management committees, school development plans, monitoring & review)
  16. Facilitate planning & implementation of Village Health and Nutrition days;
  17. Training of PRIs on Right to Information and community monitoring
  18. Facilitate budget tracking exercises at Panchayat and Block levels

Major responsibilities

  1. Provide backstopping, advisory support and assistance to partners in project implementation with the objective of achieving clearly defined and measurable outputs.
  2. Review project progress and performance in participation with target groups.
  3. Ensure identification of training needs at all levels and organize capacity building of partner staff and community on programme components.
  4. Provide programme management support to partners including review, monitoring, evaluation, documentation and establishment of best practices database.
  5. Provide advisory support to partners in planning including linking up with key resource persons/agencies and organizations.
  6. Draw up terms of reference for consultancy and negotiate contractual agreements.
  7. Liaise and maintain productive collaborations with Government and Non Government organizations/ agencies.
  8. Facilitate support to partners in developing quality publications as IEC materials, reports, workshop documents and brochures.
  9. Work closely with the Finance Officer to ensure timely and effective fund disbursement in accordance with contractual compliances.
  10. Prepare timely reports on project achievements and recommendations.
  11. Facilitate Welthungerhilfe in other aspects of program support including developing concepts, proposals and monitoring assistance as and when the need arises.
  12. Represent Welthungerhilfe at different platforms, meetings, seminars and consultations related to the project.

Eligibility:

Qualifications and Experience;

  1. Degree in political or social sciences, rural development and/ or related disciplines;
  2. Minimum eight years work experience in the development sector and five years in a similar position- preferably in education/nutrition/governance sectors;
  3. Experience in good governance initiatives with excellent networking skills;
  4. Ability to think strategically and develop creative approaches and solutions to complex problems;
  5. Previous experience of managing European Union supported project and other donor supported rights and entitlements based projects will be an advantage;
  6. Good communication (verbal and written) and reporting skills
  7. Excellent interpersonal skills and ability to work in a multi-cultural environment.
  8. Highly motivated and willing to travel extensively in remote areas.
  9. Excellent computer skills in packages including Microsoft Word and Excel
